Foreign Trade Management Law 2017 provides regulations on the administration  export and import permits and regulatory conditions as follows:

– The method of administration based on regulatory requirements is employed only when necessary for reasons of social security, safety, moral standard, community health, traditional customs and environmental protection.

– The method of administration based on permits or regulatory conditions must be made known to the public, ensure transparency; help state regulatory authorities and traders save their time and costs.- As prescribed by international treaties of which Vietnam is a member state

– Government adopts regulations on+  Schedule of goods that are exported or imported according to the license or regulatory conditions;+ Form and scope of administration of in-the-schedule goods carried out by Ministries or Ministry-level agencies;;+ Procedures and documentation requirements for the granting of export or import permits.

– Ministries and Ministry-level agencies will take responsibility for publicly  the schedule  of goods that are exported or imported based on the license regulatory conditions and publishing specific conditions for export or import of in-the-schedule goods.

Foreign Trade Management Law  2017 will take  effect from January 1, 2018.
